Background & Experience

A former IRS attorney, Christina specializes in tax controversies with the IRS, state and local taxing agencies. She represents clients in civil and criminal tax matters at all administrative levels, including audits, appeals, collection, and, where necessary, litigation. Christina also assists clients with state and local tax matters, representing them before the California Franchise Tax Board, the State Board of Equalization, and the Employment Development Department. Clients include individuals, small businesses, and trusts.

Christina Ciu

Christina has focused on tax controversies for more than 13 years. Most recently, she was an attorney with the IRS Office of Chief Counsel in San Francisco, where she litigated cases for the IRS before the United States Tax Court and provided advice to the Examination and Appeals divisions on a wide variety of issues. Prior to joining the IRS, Christina was a partner at the Law Offices of Stephen Moskowitz, where she frequently handled clients with very tricky and difficult matters.

Christina’s creative approach to problem resolution sets her apart from other tax attorneys. She consistently obtains results for her clients where others may find baffling. Her calm and patient demeanor serves her well with clients and taxing authorities in these often highly charged situations. Christina has the unique ability to make the tax code understandable to the general public. Whether with the government or in private practice, often times, she is the first person to fully explain complex tax issues to self-represented taxpayers and clients.

Besides her busy practice, Christina is actively involved in her son’s scouting & school activities. She has been the chair since 2009 at the Cherry Blossom Festival fundraiser for Scouts Troop & Pack 58. She also dedicates many hours as an active volunteer and fundraiser for her son’s school
